There is no possible way to know it but I think its incredulous to claim Woodley not only would beat prime GSP but Woodley also has had the tougher fights.
A prime GSP vs Woodley of the same time period isn't even a contest, gsp would pitter patter TWood for 25 minutes or would finish him as Twood got drained.

Name one fighter that GSP beat that Woodley would not have destroyed? Woodley has had a couple of opponents that could have given GSP some trouble.

Georges St-Pierre explains why he doesn’t want to fight Tyron Woodley ‘right now’

Since winning the welterweight title at UFC 201, Tyron Woodley has been chasing a fight with former champion Georges St-Pierre, with the primary objective being to capture the title of Greatest Welterweight of All Time. But after his win over Darren Till earlier this month at UFC 228, Woodley says he is no longer chasing a fight with GSP because he no longer needs to to prove his GOAT status. Woodley and his team believe that a few more wins over the challengers in line will cement him as the greatest 170-pounder to lace up the gloves.

Georges St-Pierre, respectfully, disagrees.

Speaking with FanSided recently, St-Pierre addressed Woodley’s claims about taking the GOAT mantle, saying that Woodley has already secured a great legacy as champion but determining who is The Greatest is a very complicated issue.

“Fighting is a very complex thing,” St-Pierre said. “I actually think it is good for him to think he is the greatest welterweight of all time because it makes him confident and confidence has a big role for a fighter, but there are other fighters out there who can claim the same thing.

“The greatest is hard to say, there is also another guy named Matt Hughes who at one point was one of the greatest,” St-Pierre explained. “There are some fighters, I’m not saying Tyron Woodley is one of these guys - he is an incredible fighter - but there are guys in this sport sometimes they become champion and they have an easier time than others in terms of opponent, in terms of challenges. Tyron had to go through great fighters like Stephen Thompson and his last performance was outstanding against Darren Till. There was a lot of hype on Darren Till because he was undefeated. Tyron just shut him down incredibly good. Tyron is in a good way in terms of legacy and in terms of being the greatest.”

Of course, there is one way to settle the issue for good, but there are definite hurdles to making that happen. For one, after St-Pierre came out of retirement to submit Michael Bisping and claim the middleweight title, he promptly vacated his newly won belt and re-retired, citing medical issues stemming from gaining weight to face Bisping. However, after nearly a year off, St-Pierre says he is managing his ulcerative colitis and feels great, though he would need to be very careful about returning to fighting.

“For me, it was a bad experience,” said St-Pierre. “I won my fight, everything was great, the result was okay, however, I compromised what is the most important thing for me which is my health. I never want to compromise my health ever again. However, now I feel a lot better. I feel great. I’ve done some intermittent fasting with some medication and with some anti-inflammatory to help with the symptoms of my ulcerative colitis.”

So does that mean a title fight between GSP and Woodley is on the way? Unlikely. Aside from his health issues, St-Pierre also was candid about the main reason he doesn’t care to face Woodley right now: it doesn’t do enough for his legacy. But, GSP implies, if Woodley keeps building himself up, that may give “Rush” enough incentive to step back in the cage again.

“In terms of coming back to fighting, you have to realize I have a lot more to lose than to win,” St-Pierre concluded. “Tyron Woodley wants to fight me because he has a lot more to win than to lose because if he beats me in terms of legacy, in terms of popularity, he has a lot more to win. It’s not that I’m scared, actually, I’m always scared when I go fight. I’m scared of everybody but being scared is irrelevant because I’m going to walk the walk if I have to do it.

“I have to choose carefully what is my next move. For at this point, I am with cementing my legacy it is not a straight line. I have to check what can I gain, what can I lose. That is why when I fought Michael Bisping it was a win/win situation from both sides. If I were to lose I lose but if I win, I win big so it was good. Fighting Tyron Woodley right now, now that he won his last fight it elevates his stock a little bit more but it’s still not a complete win/win situation for me.”

Woodley may or may not beat a prime GSP, who's to say.

Can Woodley say that he went through the ringer, lost due to over confidence in a title fight, found a whole new fire which led to setting a record for most title wins in WW? That he came back and beat Bisping in an over the hill match to win ANOTHER title in a different weight class? (I don't care who tries to diminish that win, the fact is, GSP hadn't fought in a hell of a lot longer time than Bisping) Bisping was not only far more active, but he legit, knocked out Rockhold in a last minute match up to win the MW title.

Woodley MAY have that power edge over GSP but do you think GSP is not going to game plan for that? GSP is more technical and more calculated than Woodley and it would not be as easy a win as you think.

Vaseline is used to aid cuts in boxing as well as MMA, but applying it to parts of the body other than the face is illegal because of the element of grappling in the sport. A fighter that is "slippery" as a result of the vaseline will have an added advantage, because friction and grip are compromised. UFC President Dana White addressed the issue during a radio appearance in Boston, Massachusetts. Kizer had St-Pierre's back wiped down after the second round, and confirmed after the third round that no Vaseline was being applied. Kizer was critical of the cornerman's action, but expressed doubts that the controversy would overturn St-Pierre's victory.

On March 12, 2009, B.J. Penn filed a formal request for investigation to the NSAC stating that St-Pierre used an illegal "greasing" agent on his body during the fight.[50] The formal, written complaint consisted of twenty pages. It began by stating that "other renowned fighters" have also had similar experiences with St-Pierre, that his body was "unnaturally slippery." It continued by accounting an apparent "pre-bout warning" made by Penn's camp to the NSAC that St-Pierre will engage in the illegal application of vaseline. Next, a request to monitor St-Pierre and members of the team to prevent future misconduct was made, namely a monitored shower of St-Pierre and/or hygiene cleansing. The written statement concluded with Penn seeking fines against trainer Greg Jackson, Nurse, and "other unnamed individuals" of $250,000 each. In addition, that St-Pierre's license be suspended or revoked, and that the result of the bout be changed to a no-contest.

St-Pierre's trainer Greg Jackson denied any wrongdoing, stating that Nurse was rubbing and tapping on St-Pierre's body as part of a drill to aid in his breathing techniques. Jackson said that any Vaseline transferred from residue on Nurse's fingers was accidental and wiped off when pointed out. Georges St-Pierre spoke to Sports Illustrated with regard to the controversy stating, "I haven't seen the fight yet, but I remember at some point something happened and the athletic commission was complaining. They used a towel to wet my back and wipe it off. I don't mind. I didn't put Vaseline on myself and I'm not a cheater."However, St-Pierre offered Penn a rematch in the summer that Penn verbally accepted but is unlikely to happen due to the fact they have both since been scheduled for title defenses.

On March 17, 2009, the NSAC held a formal hearing about the matter. Penn, his mother Lorraine Shin, and his attorney were present to make statements. Greg Jackson, Phil Nurse, and St-Pierre's attorney participated in the hearing as the opposing side. St-Pierre himself was not present. Shin read from a written statement, urging the NSAC to "do the right thing", and punish St-Pierre to the "fullest extent of authority." Jackson and Nurse apologized for the incident, but maintained that they did not knowingly cheat. At the hearing's conclusion, the NSAC Executive Director stated that St-Pierre's victory would not be changed to a no contest, nor would other sanctions, such as the loss of licenses be taken, unless a member of the NSAC files a disciplinary complaint against any of the accused. However, the committee left it ambiguous whether the matter was conclusively closed.
