That will never happen. If NSAC doesnt license Reem, he wont fight in the UFC until the suspension is up, period. They will not attempt to usurp NSAC's decision by trying to licensing him in a different state or country. Thats just bad business.

Please explain to me how a contracted UFC fighter, who had to have a license to fight, cannot be suspended or fined. Sonnen got suspended and fined. Silva got suspended and fined. Sherk got suspended and fined. So why is Overeem immune? If he doesn't get fined and suspended then everyone who has been fined and suspended for failed tests have a right to file a complaint.
Personally if I were JDS I would decline the fight until Reem can pass multiple, random drug tests. Why should JDS have to fight a cheater?
